As of today, basic infrastructure utilities are operational mainly inside the Activation Area of Dholera, not across the full planned city. Roads, drainage, water supply lines, and power distribution systems are functional in selected zones, but large scale residential life has not yet started.
1. Understanding the Ground Reality
- Dholera is part of the Dholera Special Investment Region.
- Development is being handled by Dholera Industrial City Development Limited.
- Only Phase 1, called the Activation Area, has visible infrastructure on ground.
I have personally visited the region twice in the past few years. One thing is very clear. Work is structured. But it is limited to specific pockets.
The full 920 square kilometer area is not developed. Only a small portion is active.
2. Roads and Internal Connectivity
- Wide internal roads have been constructed inside the Activation Area.
- Street lighting poles are installed.
- Road markings are visible.
When I drove through the area, the road quality felt solid and planned. It did not feel like a temporary village road. It felt like a proper industrial township road.
However, outside this core zone, you still see open land and villages.
3. Water Supply System
- Underground water pipelines are laid.
- Water treatment systems have been planned and partially operational.
- Bulk water supply is connected through regional networks.
From project reports and site observations, the water network infrastructure is ready in developed sectors. But large scale daily household usage is still limited because residential population is very low.
4. Underground Drainage and Sewage
- Storm water drainage network is constructed.
- Underground sewage lines are installed in the Activation Area.
- Sewage treatment planning has been completed.
This part impressed me the most during my study. In many Indian cities, drainage is added later. Here, it is part of initial planning.
But again. It is functional only in developed sectors.
5. Power Supply and Electrical Network
- Underground power cabling is laid.
- Power substations are constructed.
- Distribution network is active in the industrial zone.
Electricity infrastructure exists and is ready for industrial units. However, since residential occupancy is minimal, real consumption levels are still low.
6. ICT and Smart Systems
- Optical fiber network infrastructure has been laid.
- Command and control systems are planned for monitoring utilities.
Smart monitoring systems are part of the design under the larger Delhi Mumbai Industrial Corridor vision.
On ground, the digital backbone is being built. But it is not yet like a fully active smart city with thousands of users.
7. Airport and External Connectivity
- The proposed Dholera International Airport is under development nearby.
- Ahmedabad Dholera Expressway construction is progressing.
These are not fully operational yet, but they are important for future utility expansion and city growth.
8. My Honest Assessment
After studying authority reports and physically visiting the area, my view is simple.
- Core infrastructure utilities are operational in the Activation Area.
- Industrial infrastructure readiness is visible.
- Large scale residential utilities are not yet active because population is very small.
Dholera today feels like a prepared stage waiting for actors.
The lighting is set.
The roads are ready.
The wiring is done.
But the crowd has not arrived yet.
Investors should understand this clearly. Infrastructure groundwork exists. City life has not fully begun.
