Dholera is called India’s most ambitious project because it is not just a city. It is a completely new industrial smart city being built from zero, on a massive scale, with national level backing and long term planning. It is bigger than many existing cities and is part of a much larger economic vision for India.

I have studied Dholera Special Investment Region plans, government notifications, and investor presentations for years now. The more I read, the more I realized this is not a normal real estate project. It is something much bigger.


1. It Is a City Built from Scratch

  • Dholera is part of the Delhi Mumbai Industrial Corridor project.
  • It is officially known as Dholera Special Investment Region.
  • It covers around 920 square kilometers.
  • To give you a simple idea, that is bigger than many metro cities in India.

Most cities in India grow slowly over time. But here, the land was mostly empty. The government decided to plan everything first, then build.

That is very rare in India.


2. Strong Central and State Government Support

  • It is backed by the Government of India.
  • It is also supported by the Gujarat government.
  • The main implementation body is Dholera Industrial City Development Limited.

When both central and state governments work together, funding and approvals move faster. This is very important for a project of this size.

I have seen many projects fail because of political issues. In Dholera’s case, policy alignment has been stronger than usual.


3. Focus on Industry, Not Just Housing

  • Dholera is mainly planned as an industrial manufacturing hub.
  • It targets electronics, semiconductors, defense, heavy engineering, and renewable energy.
  • A semiconductor plant by Tata Electronics has already been announced in this region.

This is not a city built only to sell plots to investors. The core idea is jobs, factories, exports.

If industries come first, population growth becomes natural. That is the long term thinking here.


4. Massive Infrastructure Planning

  • 6 and 8 lane roads already built in the activation area.
  • Underground utilities planned in advance.
  • Dedicated water pipeline from Narmada canal system.
  • Power infrastructure designed for high load industries.
  • Close to upcoming Dholera International Airport.

Infrastructure is being laid before people move in. That is the opposite of how most Indian cities grow.

I personally feel this is one of the boldest parts of the project. They are spending first. Waiting for returns later.


5. Smart City Features

  • Underground cabling.
  • ICT based city management.
  • Flood resistant town planning.
  • Zoning done scientifically.
  • Large green areas and town planning schemes.

Unlike many places where the word smart is only marketing, here it is built into the master plan.

If you read the master planning documents carefully, you will notice flood management has been taken seriously because the area is coastal.

That shows long term thinking.


6. Strategic Location Advantage

  • Located near Ahmedabad.
  • Connected through expressway.
  • Part of a major freight corridor.
  • Close to ports in Gujarat.

Gujarat is already strong in manufacturing. Dholera is meant to expand that strength.

Location is not random. It is chosen for trade and logistics advantage.


7. Scale of Vision

This is what truly makes it ambitious.

  • Planned population in lakhs.
  • Long term development horizon of decades.
  • Designed to compete globally, not locally.

Very few projects in India attempt this level of transformation in one go.

I have tracked many township launches and SEZ announcements in my career. Most are small compared to this.

Dholera feels like a statement project. A message that India wants to build world class industrial cities.
