The total planned budget for Dholera Smart City till 2030 is estimated to be over ₹1 lakh crore. This includes government funding, trunk infrastructure investment, and expected private industrial investments over phases.
Now let me explain this in very simple words.
I have studied this project for years. I follow updates from Dholera Special Investment Region Development Authority and government announcements. Many people think one single budget number was announced. That is not true. The budget is spread across different phases and departments.
1. Basic Government Allocation for Phase 1
- The first big allocation came for trunk infrastructure development.
- Around ₹3,000 crore to ₹4,000 crore was approved for Phase 1 activation area.
- This includes roads, underground utilities, water system, drainage, ICT systems.
- The project is supported by Government of Gujarat and Government of India.
The activation area is around 22.5 square kilometers. It is like building the backbone first.
2. Central Government Contribution
- Dholera is part of the Delhi Mumbai Industrial Corridor project.
- Through Delhi Mumbai Industrial Corridor program, large funding support was provided.
- The central government approved around ₹2,953 crore earlier for infrastructure.
This was important because without this, private companies would not invest.
3. Overall Estimated Investment Till 2030
Now this is where people get confused.
- Total projected investment till 2030 is more than ₹1,00,000 crore.
- This includes public and private money.
- Industrial parks, semiconductor plants, logistics hubs, housing zones are included.
- It is not only government money.
For example, Tata Electronics semiconductor plant alone is a massive private investment. And this is just one company.
When you add future industrial investments, residential development, airport, metro planning, utilities, the number becomes very big.
4. Dholera International Airport Budget
- The airport near Ahmedabad region is another major component.
- Dholera International Airport development cost is estimated around ₹1,300 crore for Phase 1.
- It is being developed by Airports Authority of India.
Airports always increase surrounding land value. I have personally seen this happen near other cities.
5. State Level Infrastructure Expansion
- Gujarat government has committed thousands of crores for roads connecting Dholera.
- Ahmedabad Dholera Expressway is another major investment.
- Power infrastructure and renewable energy parks are separate large investments.
Many people forget to include these when calculating total budget.
6. Why Budget Looks So Big
Let me explain simply.
If you build a normal town, maybe ₹5,000 crore is enough.
But Dholera is planned as a 900 square kilometer smart industrial city.
That is bigger than many small cities in India.
So naturally, total long term investment crosses ₹1 lakh crore easily.
My Personal View After Studying This Project
- The government infrastructure funding till now is controlled and phased.
- Major expansion money will come only when industries start fully operating.
- Budget till 2030 depends heavily on industrial response.
- It is not a fixed locked number. It grows as development grows.
