Dholera Smart City is a large, planned city being built from scratch in Gujarat. It was planned to create a new industrial and economic hub that can reduce pressure on big cities and attract global investment into India.

Where is it located?
Dholera is in Gujarat, near the Gulf of Khambhat. It is about 100 kilometers from Ahmedabad. It is part of the bigger Delhi Mumbai Industrial Corridor, which is one of India’s largest infrastructure programs.
What does “Smart City” mean here?
In this case, smart does not mean robots everywhere. It means the city is being designed in advance with proper roads, underground utilities, drainage, water systems, and digital infrastructure.
Everything is planned on paper before construction. That is very different from old cities that grew slowly and became crowded over time
Who is developing it?
The project is managed by Dholera Industrial City Development Limited, a government-backed company. It is supported by both the Government of India and the Government of Gujarat. That gives it policy strength. But execution still takes time. That is something many investors forget.
Why was it planned?
There are a few main reasons.
• India’s big cities like Mumbai and Ahmedabad are already crowded. Land is expensive. Infrastructure is stressed.
• The government wanted a new industrial zone where large factories can be built easily.
• It is planned as a manufacturing and logistics hub connected by expressways, a future airport, and freight corridors.
• The goal is to attract global companies who need large land parcels.
In simple words, the idea was to build a future-ready city instead of fixing old problems in old cities.
How big is it?
It is huge. Around 920 square kilometers. That is bigger than many Indian cities. But here is something important. Not all of it is developed at once. Development is happening in phases. The first activation area is much smaller.
What is the ground reality?
I have studied this project for years. On paper, the planning is impressive. Roads are wide. Town planning is structured. Utilities are underground. Flood mitigation systems are designed because the area is coastal.
But development is slow. That is the honest truth. Large infrastructure projects always move step by step. People who expected quick returns often got disappointed.
Is it only for industry?
No. It also includes residential, commercial, and social infrastructure like schools and hospitals. But the main driver is industry. Without factories and jobs, residential demand will remain limited.
What makes it different from normal real estate projects?
This is not a private township. It is a government planned industrial city under the DMIC framework. That changes the risk profile. It is less likely to disappear. But it is also slower because government processes take time
