How transparent is Dholera’s development process?

Dholera’s development process is fairly transparent on paper, but for a normal investor, it still feels confusing and hard to fully verify on the ground.

Now let me explain in very simple words.

I have been tracking Dholera Smart City for years. I have read government PDFs. I have spoken to brokers. I have checked site photos. So this is not a random opinion.

Here is how transparent the project really is:

1. It is a government backed project

Dholera is part of the Delhi Mumbai Industrial Corridor under the Government of India.

The main authority is Dholera Industrial City Development Limited. This is not a private builder. It is a government company.

Because of this:

• Project reports are available online
• Master plans are publicly shared
• Tenders are released openly
• Budget allocations are announced

This is a good sign.

Most private townships never show this much detail.


2. Master planning is clear

The city layout is divided into Activation Area and future phases.

You can actually see:

• Road network plans
• Water pipeline layout
• Drainage system design
• Industrial zones
• Residential zones

This level of planning detail is rare in India.

If you check Gujarat Infrastructure Development Board related documents, you will see structured planning.

So from a documentation point of view, transparency is strong.


3. Infrastructure progress is visible

If you visit the Activation Area, you can see:

• Wide concrete roads
• Underground utilities
• Power substation
• Water treatment plant


4. But land sales create confusion

Here is where transparency becomes weak.

Government develops infrastructure.

Private agents sell residential plots in nearby villages.

Many buyers think they are buying inside the main smart city. But actually they are buying in peripheral town planning schemes.

This creates misunderstanding.

I have personally met investors who believed airport construction had already started near their plot. Later they found it was still in planning stage.

So information is available. But not everyone understands it correctly.


5. Updates are slow and technical

Official websites publish updates.

But:

• Language is technical
• Timelines are long
• Phase wise completion is not very clearly explained for common people

For example, when someone asks, “When will population shift happen?” there is no simple answer.

Government documents are transparent. But not simplified.

That gap creates doubt.


6. Political and policy transparency

The project has central and state backing.

Even changes in government have not stopped the project.

Budget allocations have been announced multiple times.

This shows policy continuity.

From a long term investor view, this matters more than daily marketing hype.


7. Ground reality vs marketing

This is very important.

Official planning is transparent.

But marketing by small brokers is not.

I have seen advertisements promising:

• Metro coming soon
• Airport starting next year
• 10x return guaranteed

These claims are not from the government.

So if someone feels the project is not transparent, often they are reacting to private marketing, not the official development body.
