The short answer is no, you cannot start building a house the very next day after buying land in Dholera. While you own the plot, you must wait for the government to finish the roads and water lines and you need to get your building plans approved by the local authorities first.
Why you have to wait
I have been looking at land and bricks for over fifty years now. Back in my day, you just bought a patch of dirt and started digging. But Dholera Special Investment Region is different. It is being built like a giant machine. Every gear has to turn at the right time.
- Infrastructure development is the biggest reason for the delay. The government is putting all the pipes and wires underground before anyone builds a single wall. This is smart because they won’t have to break the roads later.
- Activation Zone progress matters most. This is the first part of the city where people will actually live. If your plot is here, you are in luck. If it is outside this zone, the wait will be much longer.
- Possession and Handover takes time. Just because you paid the money doesn’t mean the land is ready for a shovel. You need the final papers that say the “plug and play” services are ready at your doorstep.
Getting the right permissions
You cannot just build whatever you want. This isn’t a village; it is a Smart City. You have to follow strict rules so the city stays beautiful and clean.
- NA Land Status is the first thing to check. Your land must be Non-Agricultural. If it is still farm land, you can’t build a kitchen or a bedroom there. Most developers in Dholera handle this, but you must verify the Non-Agricultural Permission yourself.
- Building Plan Approval is a must. You need to show your drawings to the Dholera Development Authority. They check if your house is too tall or if it blocks the sun for your neighbor.
- Construction Permits are the final green light. Once they say yes to your drawings, they give you a paper that allows you to bring in the cement mixers.
The reality of the ground today
I visited the site recently. My old legs aren’t what they used to be, but I saw the ABCD Building and the wide roads. It looks like a movie set right now because there are no people, just machines.
- Social Infrastructure is still missing. Even if you built a house today, where would you buy milk? Where would your kids go to school? A house is just a box of bricks without a community and markets nearby.
- Water and Electricity connections are being tested. The city promises 24/7 water you can drink from the tap. But they are still connecting the main pipes to the individual plots.
- Investment vs Living is a big choice. Most people buying right now are doing it to make money later. They are not planning to move in tomorrow. If you want to move in fast, you have to be very careful about which TP Scheme and Sector you pick.
My honest advice for you
I have seen many people lose money because they were in a hurry. Don’t let your excitement blind you. Dholera is a long term project. It is like planting a mango tree. You don’t get fruit the week you put the seed in the ground.
- Check the developer very closely. Some talk big but haven’t even finished the boundary walls. Look for someone who has a RERA Registered Project to stay safe.
- Wait for the plug and play features. The best part of Dholera is that you won’t have to dig your own borewell or septic tank. Wait until the city provides these so your life is easy.
- Visit the site personally. Don’t just look at fancy brochures. Go there, feel the dust, and see the linear development for yourself.
It is a great place for the future, but for today, keep your bricks in the yard and your money in the bank until the government says “Go”.
