Let me explain this clearly in simple words.
1. Who Owns and Manages Dholera
• The project is handled by Dholera Industrial City Development Limited
• This company is promoted by the Government of Gujarat
• It works under the larger framework of the Delhi Mumbai Industrial Corridor
• The corridor itself is supported by the Government of India
This means both the central government and the Gujarat state government are directly involved.
It is not like a normal private township where a builder buys land and sells plots.
Here, the government created a special purpose company to plan and execute the project.
2. Is the Land Government Owned
• Large portion of land is managed through land pooling mechanism
• Farmers became stakeholders in development
• Government controls planning and zoning
• Infrastructure land is fully under government authority
This part is important.
The government did not simply purchase everything forcefully. In many areas, land pooling was done. Landowners get a portion of developed land back.
