The official development authority of Dholera is Dholera Special Investment Regional Development Authority (DSIRDA). It is a government body created by the Government of Gujarat to plan and control the development of Dholera Special Investment Region.
What is DSIRDA?
- DSIRDA stands for Dholera Special Investment Regional Development Authority.
- It was formed under the Gujarat Special Investment Region Act, 2009.
- It works only for the Dholera Special Investment Region, also called DSIR.
- It is not a private company. It is a government authority.
When I first started studying Dholera projects around 2019, I also had confusion. Many private developers use big branding words. But legally and officially, planning power stays with DSIRDA. That is important to understand.
Who Controls DSIRDA?
- DSIRDA works under the Government of Gujarat.
- Senior government officers are part of it.
- Town planning, infrastructure approval, and land use permissions are handled by them.
- They prepare the official development plan of Dholera.
If you check government documents or the official master plan, you will always see DSIRDA mentioned. Not any private builder.
What About Dholera Smart City Company?
Some people get confused between DSIRDA and Dholera Industrial City Development Limited (DICDL).
Let me explain simply:
- DSIRDA is the planning authority.
- Dholera Industrial City Development Limited (DICDL) is the company implementing infrastructure in the activated area.
- DICDL is supported by the Government of India and Government of Gujarat.
- It works under the larger Delhi Mumbai Industrial Corridor program.
But land control, zoning rules, and regional planning authority remain with DSIRDA.
Where is Dholera Located?
Dholera is located in Gujarat, near:
- Ahmedabad
- Bhavnagar
- Inside the larger Delhi Mumbai Industrial Corridor zone
It is officially called Dholera Special Investment Region. This region covers many villages and a very large land area.
Why This Matters for Buyers and Investors
This part is very important.
In my experience, many buyers think private developers control Dholera. That is not correct.
You should understand:
- DSIRDA decides which land is residential, commercial, or industrial.
- DSIRDA approves town planning schemes.
- Infrastructure planning follows DSIRDA master plan.
- No private company can change zoning on its own.
If someone says they are the “official authority”, that is wrong unless they are DSIRDA.
I have personally seen buyers misunderstand this and assume booking with a developer means government guarantee. That is not how it works. The government plans the region. Developers develop their own projects within approved rules.
