What Dholera SIR actually is

Dholera SIR stands for Dholera Special Investment Region. It is located near the Gulf of Khambhat in Gujarat, not very far from Ahmedabad. It is part of the bigger Delhi Mumbai Industrial Corridor project, which is a national level plan to boost manufacturing and exports.

It is created under a special law

The project is developed under the Gujarat Special Investment Region Act. Because of this, it has its own development authority called the Dholera Special Investment Region Development Authority. This body plans roads, utilities, zoning, and approvals. It is not like a normal town managed by a small local municipality.

Very large land area

The total planned area is around 920 square kilometers. That is huge. To compare, it is much bigger than many Indian cities. But important thing to understand is that not all of it is being built at once.

Phased development structure

The city is divided into phases.
Phase 1 is called the Activation Area. This is around 22 square kilometers. This is where roads, underground drainage, water pipelines, power lines, and plots are being prepared first.
Only after demand grows, other phases will move forward. This step by step model reduces risk.

Instead of selling random plots without services, the authority first builds main roads, water treatment plants, sewage systems, and power stations. After that, private developers and industries take plots. This is called trunk infrastructure approach.
